Ancient Egypt
Ancient Egypt is known for its Sphinx and Pyramids. However, it is also gaining popularity about the kind of leadership structure that it followed. Egyptian economy was based on agriculture and therefore the floods would cause great havoc in the country. The most powerful people in the country in this kind of scenario were not the king and queen, but the priests.
They conducted the most elaborate ceremonies, either to pray for rains, or to stop floods.
